Smart rebels demand their share of their country's common wealth. Where are the smart citizens?

In terms of citizen dividend intelligence quotient (CQ), the ranking will be:

  1. Members of the Eastern Band of the Cherokee Nation. Dividend is mandatory and unconditional. Each gets about US$6000 a year. Depends on profit.
  2. Residents of Alaska. Dividend is mandatory and unconditional. About US$1000 each a year. Depends on profit.
  3. Residents of Macau. Dividend is traditional and unconditional. About US$1000 each a year. Depends on the mood of the politicians.
  4. Citizens of Mongolia. Dividend is mandatory and unconditional. Small amount. Depends on the mood of the politicians.
  5. Citizens of Malaysia. Dividend is traditional and conditional. Depends on the mood of the politicians.
  6. Citizens of Singapore. Dividend is small and very conditional. Depends on the mood of the politicians.
