"The government is not in the business of savings. It must spend."

In this report, Binay to voters: Take politicians' money but vote for your choice, February 23, 2016, Jejomar Binay, the Vice President and one of the candidates in the Philippine presidential election, 2016, says,

"The government is not in the business of savings. It must spend."

 "I will be a spending executive. The government is there to spend."

This is a very interesting perspective as it contrasts with other governments that have set up and accumulated huge sovereign wealth funds, such as Norway, Kuwait, Alaska and Singapore.

But it is consistent with many governments who believe in spending, spending and spending. US has a deficit of $18,152,809,942,589, which is about $60,000 per US citizen.
