Someone proposes distribution of Iraqi oil revenue to all Iraqis.
How about distributing revenue from all common wealth among citizens? Alaska is clearly the world leader in citizen-ownership democracy, even though it distributes only a tiny fraction of the common wealth.

Colleagues Nancy Birdsall and Arvind Subramanian proposed just this idea back in 2004 as a way to try to create accountability. The idea of an Alaska-style dividend for Iraq was starting to catch on."
