How to reconcile the large number of needies and the huge sovereign wealth fund?

Civil groups and politicians in Singapore are busy handing out aids to the needies. The aids include lunch packages, food bags and $10 vouchers.

The transport ministry announces bus fare subsidies of $50 million a year for 400,000 low wage workers and 50,000 disabled workers. This is less than $10 per worker per month.

In sharp contrast, Singapore has huge sovereign wealth funds with investment returns that can afford a citizen dividend of thousands and thousands of dollars for every citizen regardless of age.

So how do you reconcile these two extremes?
