Alaskans own Alaska. Californians don't own California.

A 2014 New Year's resolution every Californian can support - SFGate:

"California is the only major oil-producing state in the nation that does not collect taxes from the extraction of oil on private lands."

"Then-Gov. Sarah Palin raised Alaska's oil tax to 25 percent in 2007, providing bonuses to each citizen and placing the remainder in a permanent fund dividend program. Just last week, Republican legislators in Ohio proposed an increase in its oil extraction tax, with the support of Republican Gov. John Kasich."

Alaskans get dividend from their ownership of Alaska.
Californians give away their ownership of California.
