Welfare state is a hallmark of a civilised society.

Letters: Benefit cuts and rhetoric undermine a bastion of civilised society | Politics | The Guardian: a letter by 50 concerned professors in UK, listed below.
"The welfare state is one of the hallmarks of a civilised society."

"All developed countries have them and the less developed ones are striving to establish their own."
Singapore is also a welfare state, sort of.

A citizen income or an unconditional basic income can eradicate poverty, making welfare subsidies unnecessary. In effect, it will be a "welfare state" without a need for welfare.
